Join the Customs Innovation Observatory

The Customs Innovation Observatory is a strategic knowledge hub designed to keep PEN-CP member customs administrations informed about the latest developments, trends, and innovations in customs security, border management, and enforcement practices.

The Observatory was originally established under the PEN-CP initiative as a platform to monitor emerging technologies, operational solutions, and innovative approaches relevant to customs authorities across Europe. Building on this foundation, the concept and methodology of the PEN-CP Observatory were further developed and operationalised under the BORDERLINK project, leading to the creation of the Borderlink Observatory.

Today, the Borderlink Observatory is the active and operational platform, offering structured insights, curated entries, and continuous updates contributed by project partners and customs experts. It provides a secure environment where customs administrations can subscribe, access content, and stay connected to the latest customs innovation developments.

While the original PEN-CP Observatory is no longer active, its legacy continues through the Borderlink Observatory, which expands and evolves as part of the broader European customs innovation ecosystem.
