The Pan-European Network of Customs Practitioners (PEN-CP) started as a customs security project under the EU’s Horizon 2020 funding programme. Since then, it has promoted innovation in the field of customs among its 13 participating customs administrations.

Effective activities

The network fosters collaboration, knowledge sharing, and practical experimentation to address real customs challenges—supporting modern, resilient, and future-ready customs administrations through innovation, data, and capacity building.

Innovation Grants
 

We design and manage targeted innovation grant schemes that support customs administrations and solution providers in testing, piloting, and scaling innovative ideas. Our grants focus on real operational challenges, bridging the gap between research, technology development, and frontline customs practice across Europe.

Global Customs Innovation Awards

The Global Customs Innovation Awards recognise and promote outstanding customs innovations with measurable operational impact. By showcasing successful initiatives, technologies, and practices, the Awards foster peer learning, visibility, and cross-border replication of solutions that strengthen modern, efficient, and resilient customs administrations.

Expert reports, studies and roadmaps

We produce evidence-based reports, analytical studies, and strategic roadmaps on customs innovation, technology adoption, and policy development. Our work supports decision-makers with actionable insights, foresight analysis, and clear recommendations tailored to European and international customs priorities.

Customs Innovation Database
 

The Customs Innovation Database is a curated, continuously updated repository of tools, technologies, pilots, and best practices relevant to customs and border management. It enables practitioners to explore solutions, compare approaches, and identify innovations that can be adapted to their national or regional context.

User Need Collection
 

We systematically collect and analyse user needs from customs practitioners, ensuring that innovation is driven by real operational requirements. Through surveys, interviews, workshops, and pilots, we translate frontline challenges into structured needs that guide research agendas, funding priorities, and solution design.

Training material and workshops

We develop practical training materials and hands-on workshops to support capacity building in customs innovation and digital transformation. Our training combines policy, technology, and operational perspectives, empowering customs officers and managers to understand, adopt, and implement innovative solutions effectively.
